Description

This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Illumina, Inc., 5200 Illumina Way, San Diego, CA, 92122-4616, for the acquisition of a NovaSeq 6000 Silver Support Plan Renewal.



The Illumina NovaSeq 6000 instrument is used to provide NGS services to all branches of DIR and several labs from DNTP. This Silver Support Plan will allow this instrument to operate at optimal levels and generate data comparable to what has been historically reported. In addition, acquiring the Silver Support Plans will allow all parts, services, software patches and upgrades to be performed in a timely and manner. This instrument is proprietary to Illumina, Inc., and not available from other sources.





The period of performance is June 29, 2023-June 28, 2024.



The applicable North American industry Classification System (NAICS) code for this procurement is 811210 “Other Electronic and Precision Equipment Repair and Maintenance.” Its associated Business Size Standard is $30.0 Million.

NIEHS will solicit and negotiate directly with Illumina, Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, May 29, 2023. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Illumina, Inc.
