Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ALL LARGE AND SMALL BUSINESSES THAT ARE INTERESTED ARE ENCOURAGED TO SEND IN A CAPABILITY PACKAGE. The deadline for responses shall be received by 1700 EST on 21 April 2023. This will best help the Government ensure the pending solicitation enhances competition. This Sources Sought RFI is hereby synopsized pursuant to FAR Subpart 5.2 and FAR Part 10. Responses will be utilized to determine if any competitive Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. Otherwise, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the competitive method of acquisition and issuance of a solicitation.



Any resultant solicitation(s) will be released on https://www.SAM.gov. It is the responsibility of the potential offerors to monitor SAM.gov for additional information as the direct method of communication with the Government. A pre-solicitation notice will be issued pursuant to FAR Subpart 5.204, and the Government intends to issue a draft solicitation, if time allows. Award of the pending requirement is anticipated during the 2nd quarter of FY 2024.



Program Background:



Fleet Readiness Center East (FRCE) is a Department of Defense (DOD) aviation industrial facility that reworks, repairs, and overhauls aircraft, engines, and components for both the United States and foreign military customers. Its mission is “Generating Combat Air Power for America’s Marines and Naval Forces”. The Transportation Support Services (TSS) under the planned contract will support physical movement of all work-in-process throughout the facility as it undergoes repair, as well as movement of all parts and materials supporting repair operations. The "internal logistics" support provided under this contract is critical to continued operation of FRCE, as mission workload repairs to aircraft, engines and components cannot be completed unless transportation of work-in-process, including the parts and materials necessary to effect repairs, is effectively accomplished under this planned contract.



Requirement:



The Commander, Fleet Readiness Center (COMFRC) announces its intention to procure, on a competitive basis, transportation support services in support of FRCE located at Marine Corps Air Station (MCAS) Cherry Point, Havelock, NC.



Tasking is outlined in the attached DRAFT Performance Work Statement (PWS), Attachment 1, which includes the following services to the FRCE activities, detachments, tenants, and customers located at FRCE, MCAS Cherry Point, adjacent and outlying areas, and temporary travel locations.




  • Administrative Services of all Transportation Services

  • Flight Line Services include moving and positioning aircraft, 10/10 preservation oil services and occasional flight line Foreign Object Damage (FOD) removal

  • Mule Train Services (route based) and Mule Services (on demand) include moving aircraft parts, components, tooling, non-aeronautical parts, supplies, and materials

  • Delivery/Tractor Trailer Services include moving aircraft, aircraft parts, components, and hazardous materials

  • Forklift Services include moving bulk aircraft parts, components, plant equipment, tools, and hazardous and nonhazardous materials

  • Special Transportation Services include tours and daily shuttle services

  • Dispatch Services includes processing work requests and prioritization of assignments

  • Equipment Maintenance and Administration Services include performing minor maintenance, inspection and repair of Government furnished vehicles in support of the Transportation Contract

This requirement is a follow-on procurement to Contract N0042119C0013, awarded on 13 March 2019 to Tech Systems, Inc. (TSI).
