The Town of Chapel Hill, North Carolina requests proposals from firms or teams qualified to work with the Department of Affordable Housing and Community Connections on the creation of an Affordable Housing Plan. The Affordable Housing Plan should incorporate the existing strategies, data, reports, and Work Plan the Town has used to study and address the need for affordable housing. The Plan will identify any additional implementation tools and strategies and assist in creating an investment plan that will allow the Town to comprehensively address its affordable housing needs into the future.

Proposals are due by 3:00 PM on December 21. Please email the proposal as a pdf to Zakia Alam, Purchasing and Contracts Manager, Business Management Department, at zalam@townofchapelhill.org with “Affordable Housing Plan Proposal” in the subject line.

All questions should be sent no later than 5:00 PM on December 6. All questions and responses will be published on the Town’s website at www.townofchapelhill.org in the form of an addendum by 5:00 PM on December 9.

The Town of Chapel Hill will not pay for any costs associated with the preparation, submittal, presentation, or evaluation of any proposal.

The Town of Chapel Hill reserves the right to reject any and all proposals.
