RFP 2022-1215 Watershed Clearing and Snagging Services
Lincoln County seeks to establish a contract with an experienced contractor to provide Clearing & Snagging services in designated stream and river locations throughout the County. The primary responsibility of the Contractor will be to perform stream clearing, snagging, woody debris removal, and disposal in identified locations of drainage channels. The proposed work will be conducted in specified segments under the supervision of the Lincoln County Soil and Water Department and their designated Construction Field Representatives (CFRs). The purpose of the proposed work is to improve drainage resulting from woody debris deposition. The contractor will be tasked with implementing the proposed grant work scope and meeting the requirements developed under the Emergency Watershed Protection (EWP) Program. The proposed work shall be funded by Session Law 2021-180/Senate Bill 105 Section 5.9.a.13 Streamflow Rehabilitation Assistance Program in accordance with NCGS 139-65. The services described in this Request for Proposal (RFP) may be expanded, modified, or altered by the County in order to accomplish goals defined in the grant terms and conditions. Any contract issued by the County as a result of this RFP will be a contract of convenience administered for the sole benefit of Lincoln County.
When responding to this RFP, please follow the instructions carefully. Submit proposal contents according to the outline specified and submit documents according to the instructions. Any addenda issued for this RFP will be posted on the County’s website.
Lincoln County reserve the right to reject any or all proposals and to waive any formalities as may be permitted by law.
Each Proposer is required to submit its proposal in a sealed envelope. One (1) hard copy and one (1) digital copy in PDF format on a flash drive shall be submitted to the address shown below:

All proposals must be received no later than 2:00 p.m., December 15, 2022. The outermost packaging must be marked “Response to RFP 2022-1215 Watershed Clearing and Snagging Services”. Envelope must also bear, on the outside, the name of the bidder, the bidder’s address and license number.
All questions, clarifications, discrepancy in, or omissions and interpretation concerning this request for qualifications shall be submitted in writing no later than Tuesday, November 29, 2022 by email, to jhenry@lincolncounty.org
