General Services Administration (GSA) seeks to lease the following space:

North: I-40 from the intersection of Castle Hayne Road to combining with NC-17 to intersection with Market Street, Market Street to Porter’s Neck Road to Intracoastal Waterway.



East: Intercostal Waterway at Porter’s Neck Road to Intracoastal Waterway at Piner Road.



South: Intracoastal Waterway at Piner Road to intersection of Carolina Beach Road.



West: Carolina Beach Road from the intersection of Piner Road to Intersection at Shipyard Boulevard, Shipyard Boulevard to intersection of South 17th Street, South 17th Street to the split with South 16th Street (both are one way streets), South 16th Street to intersection with Market Street, Market Street to intersection with 23rd Street, 23rd Street to intersection with Castle Hayne Road, Castle Hayne Road to intersection with I-40.

Additional Requirements:



Offered space must be located on one contiguous floor.





Space must be a walkable ¼ mile to a public transit stop. Space shall be located 1) in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; space shall not be in or near an industrial or manufacturing zones or complexes. Building shall not contain warehouse, residential or manufacturing facilities.





2) on an attractively-landscaped site containing one or more modern office buildings that are professional and prestigious in appearance with the surrounding development well-maintained and in consonance with a professional image.





Parking:



The parking-to-square-foot ratio available on site shall at least meet current local code requirements and if there is no controlling local code, the parking ratio will be 1 parking space per 200 square feet of leased space.





Adequate eating facilities shall be located within the immediate vicinity of the Building, but generally not exceeding a walkable 1/2 mile, as determined by the LCO. Other employee services, such as retail shops, cleaners, and banks, shall be located within the immediate vicinity of the Building, but generally not exceeding a walkable 1/2 miles as determined by the LCO. Amenities must be existing or Offeror must demonstrate to the Government’s reasonable satisfaction that such amenities will exist by the Government’s required occupancy date.





Proximity to Government Entrances and Exits.





Government building entrances/exits are not to be located within a 1,000 foot minimum boundary of:



A. 1,000 walkable feet of night clubs, bars, radar dishes and or railroad tracks.



B. 1,000 walkable feet from dry cleaners, beauty salons, bingo parlors or other business that produce large fluctuations in traffic or smells detectable within the office space







Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the one percent (1%) annual chance floodplain (formerly referred to as 100-year floodplain).





Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). The U.S. Government currently occupies office and related space in a building under a lease in Wilmington, NC that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

2. Rentable square feet available, and expected rental rate per rentable square foot, fully serviced

3. Floorplans showing the current configuration of the offered space

4. Site plan showing current configuration of the offered site including number of parking spaces available onsite

5. Date of space availability

6. Building ownership information and authorization to represent building owner or documentation showing offeror has control or ability to control the site

7. Energy efficiency and renewable energy features existing within the building

8. List of building services provided

9. Narrative of planned improvements or redevelopment plan if current shell does not meet minimum advertised requirements

10. Building, space, and parking compliance with fire/life-safety and seismic requirements.
