Description

1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



2. The United States Coast Guard Special Missions Training Center (SMTC), Camp Lejeune, NC intends to negotiate a Sole Source Firm Fixed Price USS NORTH CAROLINA BATTLESHIP COMMISSION. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13.



The purpose of this acquisition is to award a sole source Firm Fixed-Price Purchase Oder to USS NORTH CAROLINA BATTLESHIP COMMISSION to rent the facility for nine days for a base year with four year options that will enable USCG Special Missions Training Center (SMTC) to conduct the Tactical Operations Course (TOC). While SMTC resides on a DOD facility with ranges and shoot-houses equipped to support these courses, no on-base range facility replicates a large shipboard environment. Due to this absence of an accurate representation of a vessel or vessel-like training facility, SMTC opts for a contract solution to execute this course, otherwise the course would have to be cancelled. Only one source is capable of providing the supplies at the level of quality required due to the unique mission and training requirements.



This notice serves as both a synopsis of the requirement and public notice of the USCG’s intent to sole source. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.



Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing via https://sam.gov/



By September 1, 2023 11:00PM EST and reference 62200PR230000174. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with USS NORTH CAROLINA BATTLESHIP COMMISSION as the only source and delivery order will be issued without any additional notices being posted. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The U.S. Coast Guard (USCG) is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Sole Source Synopsis/Solicitation is to obtain the required services/supplies at SMTC



aboard Marine Corps Base Camp Lejeune, NC and provide highly proficient training to all required USCG personnel.



3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/browse/index/far.



4. This procurement is Full and Open with the associated North American Industry Classification System (NAICS) Code is 712120, Historical Sites, with Size Standard is $13.0. Product Service Code: X1PA.



5. The United States Coast Guard (USCG) Special Missions Training Center (STMC) located at Camp Lejeune, NC 28542: The following is a list of contract line item numbers, quantities and units of measure:



BASIS FOR AWARD



The Government will evaluate price for reasonableness and award a contract to the offeror with the lowest priced technically acceptable offer. Under LPTA, non-priced/cost factors are of equal importance and are evaluated on a pass/fail basis. There is no ranking of proposals based on non-price/cost factors and no higher value is earned by proposals exceeding the solicitation requirements. Offerors are required to provide a unit price for all items. A zero-dollar figure ($0.00) unit price means the Offeror will provide the service or supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable and the Government has discretion whether to reject the offer without any further consideration. The Government reserves the right to award without discussions, therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.



Provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision.



Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.



Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause.



Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
