DLA Energy FESAB, CONUS Storage/Services Contract Division, Bulk Supply Chain Services Unit seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide Contractor-Owned Contractor-Operated (COCO) fuel/storage services at U.S. Army Installation Simmons Army Airfield (SAAF) and Camp Mackall, Fort Liberty, NC. Suppliers should be able to provide the services of procuring, receipt, storage and handling and issue of DLA Energy Fuel Products. This includes services for the operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection to provide retail/bulk fuel services security, and safety at the ground fuel facilities at Simmons Army Airfield (SAAF) and Camp Mackall, Fort Liberty, NC.
The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the U.S. Army Contractor-Owned/Contractor-operated (COCO) fuel facilities. The contractor is responsible for providing aircraft refueling of Jet-AA/F-24, JP-8 (Military Aviation Grade), and ground equipment that requires Jet-AA/F-24. Bulk fuel dispensing for F-24 and JP-8 will be provided to military fuel tanker trucks.
Fuel operations at the bulk and retail fuel facility must be safely and efficiently conducted to receive, store, and issue petroleum products with appropriate controls to ensure adequate fuel quality, inventory accuracy and environmental compliance in accordance with applicable requirements, the highest industry standard, and best commercial practice.
The Contractor must be fully responsible for meeting workload demands for day-to-day operations. The Contractor shall maintain the product storage in the facility, as well as maintain product stock levels required to support the mission and planning requirements, within allowable limits.
The Government will be extending the current firm fixed price contract to the current incumbent for a period of nine years. Period of Performance will be September 1, 2023 - August 31, 2032. The contract will be subject to FAR 52.222-41, Service Contract Labor Standards.
