This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM23Q0029 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $28.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-01.
Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 110 vibracores are to be drilled offshore of Surf City, North Carolina, in Onslow Bay. The vibracores shall be drilled, as described below in the “Statement of Services”. Bathymetric depths may range from about –40 feet to -60 feet North American Vertical Datum of 1988 (NAVD88) at pre-selected vibracore locations.
Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 52.212-2.
Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to terri.m.adams@usace.army.mil and rosalind.m.shoemaker@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
