Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to University of North Carolina at Chapel Hill to evaluate the sustainability of the previous Tribal Motor Vehicle Injury Prevention Programs (TMVIPP). The contractor shall use historical data (collected during 2004-2014) as a baseline to evaluate the current state of motor vehicle injury prevention efforts and motor vehicle injury burden in the TMVIPP tribes. This evaluation will assess sustainability of TMVIPP and be used to inform the Tribal Alcohol-Impaired Driving Prevention Program (TAIDPP) work plans for sustainability. Without data from 2004-2009 and 2010-2014, it is impossible to measure program progress and sustainability from program inception and program completion to present day. During the previous contract when the original data were collected, UNC was listed as the sole contractor charged with storing the data. The sole contractor is the only entity that has access to these data from the 12 tribes during the program years of 2004-2009 and 2010-2014.





UNC is listed as the sole contractor charged with collecting and storing these data. UNC is prohibited from selling or sharing these data due to the contractual agreement under which these data were collected. In accordance with the previous contract and tribal data sovereignty, CDC is unable to purchase these data, but rather will contract with UNC to analyze and provided summary results of data.





There are no other organizations with access to the data other than UNC. Any attempt by an external group to obtain this data from UNC would be a violation of the contractual agreement used to collect these data and would also be seen as contrary to Tribal Data Sovereignty efforts at CDC.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.





This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
