The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Timken Gears & Services (Philadelphia Gear), located in King of Prussia, PA (CAGE: 17454) for the procurement of Original Equipment Manufacturer (OEM) on-site repair of various gearboxes used in the H-53 Main Gearbox Test Stand (MGB), H-53 Nose Gearbox Test Stand (NGB), H-53 Tail and Intermediate Test Stand (T&I), and the V-22 Prop Rotor Gear Box (PRGB) Test stand. Onsite repair is at FRC-East in Cherry Point, NC and will include OEM technical support, evaluation and potential levels of repair services for skills FRC-East does not possess to support specific/potential failures to the H53 Gearboxes and the PRGB Test stand. Repair specific to the Gearboxes is required and there is no data or drawings available for these gearboxes.

The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not have the rights to current data, drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
