TITLE: F3T2MX2355A001, Sole Source Acquisition for P-40 Warhawk

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Commemorative Air Force.

The Air Show at Seymour Johnson AFB requires a P-40 Warhawk. The TORA TORA TORA performance will consist of a mix of aircraft to include the P-40 Warhawk. The P-40 is uniquely qualified to participate in the famous TORA TORA TORA act representing the period correct factual chase fighter for the TORA presentation during the Air Show.

APPLICABILITY OF AUTHORITY:

This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The procurement is for Air Show Performance and Services. Due to the fact that Commemorative Air Force is the only company that provides the P-40 Warhawk for the Tora Tora Tora performance. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The anticapted award is January 2023.
