W912PM23B0001 Pre-solicitation Notice P8-00001-20 Renovation of Hangar 750, Fort Liberty, North Carolina





The U.S. Army Corps of Engineers, Wilmington District requires a contract to reconfigure existing Hangar 750 at Pope AAF (Fort Liberty). The existing structure consists of a wash bay and corrosion control bay will be converted to a Special Operations Squadron and Maintenance building. The footprint of the building will not be modified. The first floor will be altered to convert office space into a dining/dayroom for an alert crew. Some offices will be converted into an exercise room, and crew readiness rooms will be constructed from pre-existing shop and storage rooms. Existing back shop rooms will be repurposed to support a new shop, MX and COMBs storage. An elevator and shaft will be constructed to ensure ADA compliancy. Existing shower, restrooms, and locker rooms will be reused on the first floor, and new restrooms will be provided on the second floor. There will also be supporting site work, asphalt repaving, security fencing/gates, underground storage tank, site utility connections and landscaping. When complete the facility will support a 62-person crew, and a 20 person CLS COMBs and maintenance shop. The project is approximately 81,000 square feet.





This contract will be Firm-Fixed Price.





The North American Industry Classification System (NAICS) code is 236220 – Commercial and Institutional Building Construction and the size standard is $45,000,000.00. The Magnitude of Construction of this project is between $25,000,000 and $50,000,000. This solicitation will be issued in electronic format only and will be available on or about 22 June 2023. The bid due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.





This solicitation is 100% Competitive 8(a) set-aside.
