Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 6 on behalf of Durham Veterans Affairs Medical Center (VAMC) is conducting Market Research through this Sources Sought Notice to help determine the availability of qualified businesses, capable of providing four (4) riding floor polishers, such as Advolution or equivalent. The government is seeking that the riding floor polishers be able to run at 2000 rpms, is battery-powered, and capable of buffing & polishing for large floors, such as hospitals, airport terminals and shopping centers. The polishers should be able to polish over 30,000 square feet per hour on average, and they should be able to be used during the day due to sound levels of 69 dB A (the volume of standard conversation).
All respondents shall indicate the following:
Sources Sought Notice number 36C24624Q0205 and Riding Floor Polisher in the subject line of the e-mail.
Company Name, Address, Point of Contact, SAM Unique Entity ID (UEI).
Business social-economic status, such as Service-Disabled Veteran-Owned Small Business, (SDVOSB), Veteran-Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large business, etc.
Is your company considered small under the NAICS code 333310 Commercial Industry and Machinery Service Manufacturing?
Does your company have a Federal Supply Schedule (FSS) contract with General Services Administration (GSA) or the VA National Acquisition Center (NAC) or are you a contract holder with any other federal contract? If so, please provide the contract type and number.
If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract?
Please indicate whether your product conforms to the requirements of the Buy American Act.
Please submit a capability statement that addresses qualifications and verifies ability to provide the required products.

Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs.

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought Notification. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.

The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) However, if there are insufficient SDVOSB or VOSB responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
Responses to this notice shall be submitted via e-mail to Jo Ann Harris, Contract Specialist at jo.harris@va.gov by 10:00 a.m. no later than 12/13/2023. Telephone responses will not be accepted.

After review of the responses to this Sources Sought Notice, a solicitation may be published on SAM.gov or GSA websites. Responses to this notice will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this Sources Sought Notification. Potential offerors must be authorized re-sellers to participate in the solicitation.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all SDVOSBs or VOSBs must be registered with the U.S. Small Business Administration s Veteran Small Business Certification program located at https://veterans.certify.sba.gov.
