REACTIVATION:The Government is formally notifying industry that solicitation H92239-19-R-0002 is being reinstated to perform the voluntary corrective action as agreed in the recently dismissed Court of Federal Claims protest. Upon completion of the voluntary corrective action measures, all interested parties will be properly notified.

The U.S. Army Special Operations Command-Contracting has received a request from the U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) 1st Special Warfare Training Group (1st SWTG) to cancel the current solicitation, H92239-19-R-0002, for ARSOF Training Support Services due to significant budget reductions which have resulted in extensive changes to their requirement. These changes align with a comprehensive order to redesign the Special Forces Qualification Course (SFQC) and improve the quality and nature of individual qualification training and the corresponding culmination exercises. To further reduce cost, the requirement for a contractor-provided training facility has been removed in its totality.

Furthermore, both Headquarters, Department of the Army (HQDA) and Headquarters, U.S. Special Operations Command (SOCOM) have recently directed budget reductions across the Command. Due to these reductions, USASOC orchestrated a service contract review and divestiture board to determine cost savings, redundant capability expenditures, and to ensure that taxpayer dollars are aligned with current mission requirements.

Based on the aforementioned changes along with budget reductions, USASOC Contracting is cancelling this solicitation IAW FAR 15.206(e).
