The MCIEast Cherry Point Satellite Contracting Office aboard Marine Corps Air Station (MCAS) has a requirement for the purchase of (1) PortaCount Respirator Fit Tester and (1) MSA Advantage 1000 Fit Tester Adapter Kit, aboard MCAS Cherry Point, NC, in accordance with the Performance Work Statement of the solicitation.

The proposed action is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code for this requirement is 339113. Contractors interested in doing business with the government must be registered in the System for Award Management (SAM). Contractors must also be registered in the Wide Area Workflow (WAWF) invoicing system at https://piee.eb.mil in order to invoice the Government and accept payment.

The complete Request for Quotation, including a detailed Performance Work Statement is attached. All responsible small business sources may submit a quotation which will be considered.

Special Notice of Intent to Sole Source:

The MCIEast Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533, hereby gives notice of their intent to award a purchase order to TSI Incorporated 24575 on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies will satisfy agency requirements.

This procurement is to provide a TSI Inc., PortaCount Respirator Test Fit Model 8040 and TSI Inc., Fit Test Adapter Model 8025-29 for the MSA Advantage 1000 Mask, as these mask are fit-tested annually, for the protection of the personnel that are required to wear them during a Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) materials incident. Market research has revealed this contractor is the only source capable of providing the required items as TSI Inc., is the original equipment and operates on a direct sales model in the United State and does not utilize third party resellers. Therefore, the government intends to procure these services on a sole source basis from TSI Inc., for the PortaCount Respirator Test Fit Model 8040 and Fit Test Adapter for the MSA Advantage 1000 Model 8025-29 Mask.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
