FOR SOUTH PROPERTY PARTIAL CLOSURE PHASE 2 (CELLS 7-10A)

New Hanover County will receive sealed bids from qualified contractors for all labor and materials to complete the work in accordance with the "Specifications and Contract Documents” for New Hanover County Secure Landfill Partial Closure Phase 2 for New Hanover County, North Carolina, RFB # 24-0379. Bid documents can be obtained at the County’s website (https://www.nhcgov.com/bids.aspx).

This project will be the second partial closure of the South Property Landfill, consisting of a combination of temporary and final landfill closure capping systems. The total closure area will be approximately 9 acres; of which +/-2.4 acres are considered final closure area, and +/-6.6 acres are temporary (exposed cap) measures. The Landfill areas identified for the second partial closure are the side slopes of Cells 7 through 10A. The proposed Cell 7&8A closure area is a continuation of the previously installed temporary closure system and located on the north slope of the Landfill. The proposed Cell 9&10A closure areas are on the eastern and western Landfill slopes. The project will include site preparation, placement of the liner systems, placement of the soil cover systems, construction of the stormwater management structures, erosion control structures, grading, seeding and sodding, landfill gas collection and control system expansion and all incidentals necessary to complete the work as specified. The project also includes repairs to the existing landfill closure of the North Property Landfill. See section 01000 and the plans for more complete details about the work. The construction period will be 210 days from the notice to proceed issuance date to substantial completion and an additional 30 days to final completion. Fill soil for the preparation of the intermediate cover, protective cover and topsoil for the landfill partial closure shall be supplied from an off-site borrow source by the CONTRACTOR.

A MANDATORY pre-bid conference will be held on March 6, 2024 at 2:00 pm in the Recycling & Solid Waste Administration Building, 3002 Highway 421 North, Wilmington, NC.

Bids will be received until 2:00 p.m. on April 12, 2024 by New Hanover County, in the Conference room at the New Hanover County Department of Recycling & Solid Waste Administration Building, 3002 Highway 421 North, Wilmington, North Carolina 28401, at which time the proposals will be publicly opened and read in accordance with the provisions of law. The deadline time shall be established by the timepiece of New Hanover County's representative. No bids will be accepted after that time.

A copy of the Specifications and Contract Documents can be reviewed at the New Hanover County Office, 3002 Highway 421 North, Wilmington, North Carolina 28401, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Please call for appointments.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87-15, it will be necessary for contractors to show evidence of such license in the bid document.

No proposal for construction or repair work may be considered or accepted by said board or governing body

unless at the time of its filing the same shall be accompanied by a deposit with said board or governing body of cash, or a cashier's check, or a certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal. In lieu of making the cash deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bi
