IFB 2023-08 - THURLOW BOOSTER PUMP STATON UPGRADE

AMERICAN RESCUE PLAN FUNDED PROJECT

Pursuant to Section 143-129 of the General Statutes of North Carolina and the Code of Federal Regulations Subpart D 200.318-333, Sealed Bids will be received by the East Moore Water District (OWNER) at Moore County Financial Services Department located at 206 South Ray Street in Carthage, NC until 4:00:00 p.m., Tuesday, December 13, 2022 for the “IFB 2023-08 Thurlow Booster Pump Station Upgrade”, Project. A pre-bid conference will be held Tuesday, November 29, 2022 at 10:00 a.m., at the Public Works Building, located at 5227 US Hwy 15 in Carthage, NC.

This project is funded by U.S. Department of the Treasury Coronavirus State and Local Fiscal Recovery Funds (American Rescue Plan Act). The County of Moore is the recipient of the grant and has approved the subaward agreement with the East Moore Water District, a component unit of the County of Moore. As American Rescue Plan funds are utilized for the project, all applicable Federal laws, policies, standards, and contract provisions will apply to all aspects of this project

The work consists of the construction of a new 125 HP triplex pre-packaged booster pump station with stand-by generator, yard piping, and abandonment of existing facilities.

At 4:00 PM EST Tuesday December 13, 2022, all Bids that have been duly received will be publicly opened and read aloud. All Bids must be in accordance with the Bid Documents on file with the County of Moore Financial Services Department, and at the office of MBD Consulting Engineers, P.A., Consulting Engineers, P.O. Box 1215, Southern Pines, NC 28388.

A copy of the Bid Documents may be obtained from the Engineers at 760-A NW Broad Street, Southern Pines, NC 28388 above upon payment of $150.00 for each complete set of documents. Plan costs are non-refundable.

Bidders must be licensed contractors in the State of North Carolina for the type of work required. Bids will be received on a unit price or lump sum basis as described in the Contract Documents. The work is to commence within 15 days from the Notice to Proceed. Completion of the work is as required in the contract documents. The successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.

Bid security in the amount of 5 percent of the total Bid must accompany each Bid. Please note “IFB 2023-08 Bid Bond Included” on the outside of your sealed bid response. No Bid may be withdrawn within a period of 60 days after the date fixed for opening Bids. The Owner reserves

the right to select alternatives, to reject any or all Bids, to waive informalities, and to reject nonconforming, nonresponsive, or conditional Bids.
